Captain,
I have received your letter of the 21st instant in reply to mine of the 18th instant.
The Bureau was led into error in regard to the supposed neglect in not estimating for the Naval Magazine at Fort Norfolk, by it's being omitted in your general recapitulation of the objects for which you had submitted estimate; had the amount of additional appropriation required for that object been included in the recapitulation, the call upon you of the 18th inst. would not have been necessary.
With respect to a Purser's house at the Yard under your command, I have to state, that the Bureau has decided not to recommend appropriations for any houses for officers, although several applications, have been submitted for that purpose, excepting for such as are absolutely required to protect the public interest, and to guard the public property in the Yards; an estimate therefore for the Purser’s house at the Norfolk Yard, cannot be submitted to Congress ahits coming session.
