Captain,
Your letter of the 17th inst. has been received.
The balance that you have to the credit of the old Powder Magazine, or so much thereof as may be necessary to enclose the grounds, as well as the Hospital grounds also, with a common rough fence, may be used as suggested by you, but will a fence be necessary, if the canal alluded to be made? You will use your discretion in the matter, having regard to economy, as the appropriation for Fort Norfolk will run short the ensuing year it will be well to save all that can be spared for that site.
