Sir,
I have received your letter of the 21 instant. You will go on with the line of Redoubts in the rear of Fort Norfolk. With regard to the new works at Craney Island, Old point Comfort and the mouth of the river leading to the Navy Yard, you will, before you enter upon these, make report of the plans on which you propose to work & of the estimate of the materials & their cost in the market, with which your you propose to construct them.
