W. Wilson, Comm'dt, Norfolk City, to the Governor.

Sir:
Scruples have arisen here, upon which I wish for orders and advice. A Privetteer Schooner called the Republican, arrived in this Port with the French Fleet from Cape Francois. She was drove from thence, and arrived here in distress. She was regularly commissioned at the Cape. The dispute, (if it can he called one) is respecting the commander putting on shore four large, & taken on board the same number of smaller size cannon. The owner is of opinion with many others that this can not be considered an infraction of American Neutrality, as he does not augment, but lessens his force. That he arrived in distress. & it's a convenience to him to reduce his force. He waits the orders of the Executive.
