Sir:
I have to acknowledge the receipt of the letters with which you have honored me of the 22d and 24th inst.; the latter covering a copy of a letter from Alex'r Campbell, Esq., in answer to yours to him of the 22d. I should have done myself the honor to have replied to your favours before this, but have been prevented by Business.
 I observe, Sir, that the Council of State were of opinion that offences of the Kind I complain of were only cognizable in the Courts of the United States, and that in consequence of their advice you had put into the hands of Alex'r Campbell, Esq., Attorney-General of the District, all the papers on the subject you have received from the Mayor of Norfolk and myself. Mr. Campbell's answer, a copy of which you inclosed me, gives me the fullest Confidence that no exertions will be wanting on his part to comply with the notification he has received from you, and to bring the offenders to such punishment as by the laws of Nations and peculiar laws of the United States may be assigned to such outrages. Mr. Campbell has done me the honor to write me a letter on the subject, to which I shall reply by this opportunity. I have to inform you, Sir, that one of his Brittanick Majesty's men-of-war has arrived in the Chesapeak. As it is very probable that during the present war several may put in here, I have to request that they may be permitted to take in wood, water, and such provisions as they may stand in need of, and that they may receive every assistance consistent with the President's proclamation, and the strict neutrality it enjoins to the United States.
