Sir:
We enclose a letter directed to us this day by the British Consul, requesting us to apply to the French Admiral for a protection or pass port to several Brittish Vessels ready for sailing. We consider such an application exceeds any power invested in us. & only lies with y'r Exc'y. We shall therefore be glad of your advice & opinion thereon.
