Rev Garrett was born in Gaffney, South Carolina, one of thirteen children born to Mr. and Mrs. Levi Garrett. He received his education at Payne College in Augusta Georgia.

Early in his career, Rev Garrett worked as an evangelist, traveling around the country to conduct revivals and various religious gatherings. Later, he founded and built the Holy Trinity Community Church in Elizabeth City, North Carolina. Rev. Garrett arrived in Norfolk in 1915, hired to be the pastor of St. Luke’s Christian Methodist Episcopal Church, located on East Olney Road. In 1921, he relinquished this position in order to found a new church. The new church was known as Garrett’s CME Temple, and was located on the corner of Nicholson and Lincoln streets. It was hailed as a welcome replacement to the brothels which had previously occupied this location. He was married to Martha Mckenny Garret (1880-1972). They had five children: Mrs. E.T Poole, Mrs. A.D. Donaldson, Mrs. Joseph Obey (1907-1988), R.K.D Garret, Jr. (1899-1967), and Charles Levi Garrett (1909-1984). The latter three children are interred with their parents at Calvary.
