Rev. Hobbs was a prominent Norfolk pastor. Born in Prince George County, Virginia, he received a Doctorate of Divinity from the Theological Department of Virginia Union University in 1913. His first pastorate was at a church in Richmond, Virginia from 1908 to 1913.

In 1913, he moved to Norfolk where he served as the pastor of Jerusalem Baptist Church for eighteen years. During his tenure as pastor, the church underwent a period of significant growth. Additionally, Dr. Hobbs served as president of the Baptist General Association of Virginia, and Colored United Charities of Norfolk.

In 1933, Rev. Hobbs accepted a request to become pastor of Enon Tabernacle Baptist Church in Germantown, Pennsylvania whose congregation was comprised mainly of transplanted Virginians. He remained in this position until his death in 1948. He married his first wife Ardelia (born 1878) in 1898. They had one daughter in 1923. Ardelia died from a stroke in 1924.  In 1926, he was remarried to Levert Sadler (died 1974), a teacher at the Chestnut Street School.
