A Norfolk native, Clarence Charles Bullock was born in 1937 to Clarence Cornelius Bullock, a navy pipefitter, and his wife Susie. After graduating from Booker T. Washington High School in 1958, he earned a Bachelors Degree in Fine Arts from North Carolina A&T State University and a Masters Degree in Fine Arts from the University of Pennsylvania.

He was an accomplished artist who achieved world-wide acclaim for his work. He favored the use of a palette knife over a brush.  His paintings have been featured in many galleries and exhibits. He also painted a number of murals for churches and homes. In 1963, he presented a portrait of John F. Kennedy to JFK himself in the east wing of the White House. In 1972, he received the Philadelphia Human Rights Award for his painting featuring Dr. Martin Luther King Jr.’s march on Washington D.C. entitled, "He is Still Watching Us". These two portraits are registered with the Smithsonian National Portrait Gallery, along with his portraits of President Jimmy Carter, Pablo Picasso, and Senator Sam Ervin. He also wrote 3 books: an autobiography, "Born Again", and "Bullock the Artist". Bullock was a fervent supporter of the civil rights movement, and much of his work deals with this theme.

In addition to his artistic accomplishments, he had a long career in education. For 37 years, he was an art teacher for the Philadelphia Public School System. He taught at Stoddart-Fleisher Junior High, Shoemaker Jr. High, Daniel Boone, Logan Elementary and Guion Bluford Elementary School. He was married to Lessie Moore. The couple later divorced. They had one daughter, Calandra.
