Charles Arnett Bibbins was a native of Norfolk, the son of Mr. and Mrs. Charles L. Bibbins. After graduating from Booker T. Washington high school, he earned a degree from Howard University in 1932 and took an extension course in law from Lasalle University.
He began his career has the manager of the Oakleaf Housing Project and then managed the Liberty Park Housing Project during World War II. In 1946, he began an 11 year legal career which ended with his abrupt death from a heart attack in 1957. He was active in a variety of religious, social, and civic organizations. In particular, he was a member of the Democratic Committee of Norfolk and ran unsuccessfully for the Virginia House of Delegates in 1948. He was married to Kathryn Brown Bibbins. They had one daughter, Rose Bibbins.
